How do overseas Pakistanis buy property in Islamabad safely?

Short answer

Overseas Pakistanis can buy freely in Islamabad through a Roshan Digital Account or normal banking channels, with a power of attorney for the registry if they cannot attend. The risk is not the law but the title and the scheme: buy only where the CDA or the relevant authority has approved the layout, and verify the chain of title before any deposit.

Where the capital goes

Islamabad compounds: a planned city with limited supply inside the CDA sectors and the DHA phases, where prices have historically followed infrastructure — the Margalla Avenue, the Srinagar Highway corridor, the New Blue Area. Our mandates there are plots, commercial land and selected apartment projects.

The checks that matter

  • Approved layout plan and NOC from the CDA, RDA or the relevant authority.
  • Chain of title through the registry, with no pending litigation.
  • For projects: developer track record, construction progress against the plan, and an escrow or trust arrangement for buyer payments.
  • A registered power of attorney if you will not attend transfer in person.

What RPRE does

We run the title check, negotiate the price against comparables we hold from recent transactions, and manage the transfer through to the registry — with our Islamabad team on the ground.

Can I pay from my Roshan Digital Account?

Yes; RDA funds can be used for property and the repatriation rules are favourable for overseas Pakistanis.

02

Plot or apartment?

Plots in approved sectors have compounded best historically; apartments earn. We match the choice to whether you need income now.

03

Do you charge a fee here?

Yes — a fixed, milestone-based fee agreed in writing for buyer-side mandates; no retainers.
