Can foreigners buy property in Makkah or Madinah?

Short answer

Non-Saudi Muslims can — inside 11 designated zones in Makkah and 10 in Madinah, under the 2026 ownership law. Non-Muslims cannot own in the holy cities. Overseas Muslim buyers need a Saudi digital ID, a Saudi bank account and a Saudi mobile number; Premium Residency holders also get a usufruct route of up to 99 years.

The rule in one line

Ownership in Makkah and Madinah is limited to Muslims and to the Cabinet-designated zones. The 'one home outside the zones' right that applies elsewhere in the Kingdom does not apply in the holy cities.

What you can actually buy

Inside the zones the product is mostly apartments and serviced or branded residences in large master-developments — Masar and Rua Al Haram in Makkah, Rua Al Madinah and Knowledge Economic City in Madinah — plus a smaller set of villa and townhouse schemes. Some schemes are Saudi-only (Sakani / NHC); our briefs mark each one's eligibility with an evidence level.

Costs and conditions

  • Budget about 7% in tax and fees on top of the price.
  • Pilgrim lettings require a licensed operator; fines for unlicensed letting reach SAR 1m.
  • A vacant-property fee of up to 5% a year can apply to units left unused.
  • Prices are indicative and move quickly between launches.

Related questions

01

I am a Muslim living in the UK or Pakistan — can I buy near the Haram?

Yes, inside a designated zone, with a Saudi digital ID, bank account and mobile number. We confirm the zone and the right type for the specific unit before you reserve.

02

Can a non-Muslim invest in Makkah real estate at all?

Not by direct ownership. Indirect exposure exists through Tadawul-listed owners of holy-city real estate and real-estate funds.

03

Which is better for a family home, Makkah or Madinah?

Madinah is quieter and cheaper per square metre; Makkah has more branded and serviced stock close to the Haram. We shortlist by purpose: own use, pilgrim letting, or long-term hold.
